書評：松下政経塾憂論―野田佳彦という不完全政治家を生み出す不完全システム

松下政経塾憂論

　ツイッターで超毒舌が何かと話題の著者（東海由紀子）の本ということで軽い気持ちで購入したのだが、なかなか面白かった。松下政経塾の内部に入って、途中で中退した東海氏だから書けるという内容である。仮に卒業していたら、何かとしがらみもあって書けないだろう。アメリカ留学をキャリアの中心にした東海氏だから逆に良くも悪くもこういう突き放した本が書けたのかもしれない。（前半は東海由紀子が政経塾に入塾して中退するまでの体験記、後半は江口克彦の話す松下幸之助論を東海がまとめたもの）

　松下政経塾というと野田佳彦や前原誠司、玄葉光一郎、原口一博といった民主党の主要な政治家を輩出（排出）したことで知られる。政経塾上がりといえば、この本を読むまでもなく「インテリ、世間知らず、タカ派、口先だけは立派」などというイメージを私は持っていたが、なぜそのような政治家が出来上がるのかということが、東海、江口克彦の両氏によって解き明かされている。

一部を紹介したい。

＜そろそろ選挙という時期になると、塾員の立候補者リストが塾側から塾生に配られます。本来、公益法人は選挙活動をしてはいけないのではないかと思うのですが、そこはあえて誰も触れなかったように思います。＞（８５頁）

＜当時は、夜はほとんど毎晩のように、塾生同士でお酒を飲んでいました。（略）カラオケにもよく行きましたが、他の塾生が歌っている時に街頭演説の練習をしている人がいたりして、最初はびっくりしました。酒盛りしているか議論して喧嘩しているかなんて、幕末の志士みたいだなと思っていました。そのせいかどうか、政経塾は明治維新や幕末の志士が大好きです。＞（７９ページ）

＜また、政経塾では、先輩が必ず後輩におごるルールがあります。ただしOBになると必ずしもそのルールは適用されていない事が多いのは面白い事です＞（７９ページ）

このように、松下政経塾の塾生の生活が事細かに書かれている。松下政経塾は全寮制で新寮生は「志（こころざし）だけ持参」と本当か冗談か分からないが言われているという。

　しかし、松下政経塾は発足当初から、そして創設者の松下幸之助が死去してからは尚更のこと、松下幸之助の描いていた「新しい人間観」を育成し、体得させるという路線を離れ、サークル活動のような体育会系の団体になってしまった。このことは松下とも縁が深い江口克彦氏（みんなの党参議院議員）によって語られている。

　松下政経塾は別名パナソニック政経塾とも言われるそうで、塾出身者は選挙に出る場合には、パナソニックに挨拶に出かけることは恒例になっている。だが、これでは松下労組の票と運動員が目当てと言われても仕方がないではないか。

　そんな中途半端な団体だけを経て、県議会議員になって衆議院議員、総理大臣になっているのが野田総理なわけで、この国の政治が混迷をするのも当たり前だという気になってくる。

　政経塾は完全に失敗だったのではないか。その結果は、不況下で更に追い打ちをかける復興増税や消費増税という最悪の政策を打ち出す野田佳彦という作品が証明している。

　政治家を育成するというのは難しいことである。しかし、政経塾は松下幸之助がそのシステムを完成させる前に亡くなったこともあり、極めて不完全な存在である。輩出される政治家も不完全なのはそのためだ。松下翁の人材育成の「志」は良いとしても、もはや政経塾というスタイルではなく、「松下奨学金」などの形に変えていくべきだと思う。

　現在の政党システムのもとでは、国会議員になるためには社会人経験５年以上や、地方政治経験５年以上といったハードルをある程度設けていくことも必要のような気がした。

　この本はもちろん、東海由紀子という「ちょっとアレ」なキャラクターのゴーイングマイウェイの著者によるものということで色物、キワモノあつかいされそうであるが、政治に関心がある人は時間があれば一読をすすめる。この国の表向きの最高権力者がこんな育成のされ方をしていたと衝撃が走るはずであろうから。

ＴＰＰ首脳会議が終了　野田首相は呼ばれず

　ＴＰＰ（＝環太平洋経済連携協定）の首脳会議が、交渉に参加している９か国の首脳が出席してアメリカ・ハワイで開かれ、日本時間１３日朝に終了した。しかし、出席を希望していた日本の野田首相が呼ばれることはなかった。

　会議には交渉に参加している９か国の首脳が出席し、これまでの交渉の成果を「大枠合意」として一旦取りまとめた。原則関税や貿易障壁を取り除く方針が盛り込まれているものの、実際には完全にまとまっている分野はなく、今後の検討課題としている。

　挨拶に立ったアメリカ・オバマ大統領は、「会議は素晴らしい内容で、９か国が大枠合意に達することができて喜ばしい。まだやるべき点はたくさんあるが、我々はやり遂げられると信じている」と述べ、その成果を強調した。一方で、「交渉参加に向けて協議に入る」とした日本については一切言及しなかった。

　ＴＰＰ参加の首脳は１２月初旬に再び集まる方針で、オバマ大統領は「来年中に最終合意をしたい」と述べた。

　野田首相が会議に出席できなかったことについて、枝野経産相は記者団に対し、「交渉当事国ではないから、当然ではないか」と述べた。しかし、同行筋は「参加できるという事前情報もあったので予想外だった」と認めており、今後、どういう形で日本が関わっていけるのかは不透明。(11/13 08:20)

　環太平洋連携協定（ＴＰＰ）の交渉参加９カ国首脳による会合が横浜市で開かれたと米ホワイトハウスが１４日、発表した。菅直人首相はオブザーバーとして参加した。マレーシアの交渉入りを承認したほか、ベトナムの交渉参加に向けた国内手続き完了を歓迎した。高い水準の自由貿易協定（ＦＴＡ）を目指していくことも確認した。
　ＴＰＰは関税撤廃を原則とするＦＴＡで、現在、米国など計９カ国が新たな枠組みづくりに向け交渉中。９カ国はすべてＡＰＥＣ参加国だ。（共同）

Boeing CEO McNerney Statement on Russia WTO Membership Progress


CHICAGO, Nov. 11, 2011 /PRNewswire/ -- Boeing Chairman, President & CEO Jim McNerney today welcomed the World Trade Organization's Working Party agreement on the terms of Russia's membership in the WTO. WTO ministers are scheduled to vote on Russia's entry on Dec. 15, with membership expected to be finalized next year.

Obama at APEC summit: China must ‘play by the rules’


In his appearance before the business leaders, Obama, who fielded questions from Boeing chief executive W. James McNerney Jr., said there can exist a “friendly and constructive competition” with China. But the president emphasized that the Chinese must be willing to revalue their currency rates to balance trade, respect intellectual-property rights and allow U.S. companies to compete fairly for contracts inside China.

“The bottom line is the United States cannot be expected to stand by if there is not reciprocity in trade and economic relations. We will continue to bring it up,” Obama said. “There is no reason why this should inevitably lead to sharp conflict. There’s a win-win opportunity there. In the meantime, where we see rules broken, we’ll continue to speak out and bring action.”

For his part, Hu addressed head-on the criticism that Obama and other world leaders have leveled at China over what they say has been its unfair play during its fast economic rise.

Hu painted the picture of a central government actively engaged in creating a more open, just and transparent business environment where international companies can invest with comfort that they will be treated fairly.

He acknowledged that China lacks innovation and that its well-developed urban areas and slower-paced rural economies “lack coordination.” And he pledged stronger government action to crack down on intellectual property rights violations.

　【ホノルル時事】カーク米通商代表部（USTR）代表は11日、アジア太平洋経済協力会議（APEC）閣僚会議終了後の記者会見で、日本の環太平洋連携協定（TPP）への参加是非を判断する事前協議に関し、牛肉輸入制限と郵政改革、自動車市場への参入障壁を、2国間協議の対象に取り上げる考えを明らかにした。

　カーク代表は日米間の貿易交渉の長年の懸案である三つの問題について「これまでも莫大（ばくだい）な時間をかけて協議してきた特別な問題であり、この機会を利用して協議する」と話した。
